The government has approved the concept for developing a system for monitoring the passage of heavy and large-sized vehicles (HLSV)

This is provided for by the Resolution of the Council of Ministers of December 30, 2024 No. 1053, which was officially published on the National Legal Internet Portal.

The concept is a systematic presentation of approaches to the goals, objectives and directions of development of the system of control over the passage of heavy and large-sized vehicles, ensuring an effective solution to the issues of development of the road transportation market, the safety of highways and, as a consequence, the solution of social and economic tasks.

The main goal of the concept is to create an effective system of control over the passage of HLSV, aimed at preventing and reducing the number of violations in this area. To do this, it is necessary to solve a number of priority tasks. These include improving regulatory legal acts, automating the process of identifying and recording violations, as well as collecting fines and funds to compensate for damage caused to public roads. The plans also include additional equipment of highways with technical means aimed at automatic detection of violations and automatic collection of information on transport flows and vehicles. As well as improving information interaction between government agencies and organizations involved in monitoring the passage of HLSV, and information support for weight and dimension control.

To achieve the goal and objectives of the concept, it is proposed to implement a digital transformation of control over the passage of HLSV. The plans include the creation of a unified system of remote transport control and accounting of violations in transport (USRTC).

The main functions of USRTC will be the automatic detection and recording of excess weight and size parameters, as well as other violations in transport and road activities (violation of the established route of the HLSV, lack of permission to admit a vehicle to participate in road traffic, other violations) by comparing and analyzing data from various information systems and resources. It is assumed that the sources of data will be both existing systems and those planned for creation.

It is expected that the implementation of the concept will improve the efficiency of control over the passage of HLSV on public roads, road safety and the quality of transport services, reduce the negative impact of HLSV on the condition of roads and ensure savings on their restoration.

The Ministry of Transport and Communications has been instructed to approve within two months an action plan for the implementation of the concept for 2025 and ensure coordination of the work.
