Born in 1977 in the village of Gonchary, Volozhin district, Minsk region.

In 1999 he graduated from Belarusian State University, in 2008 - the Academy of Public Administration under the President of the Republic of Belarus.

Upon graduation, he worked as an economist in the planning and economic department of the Bus Depot No. 7 in Minsk.

From 2002 to 2008 - Chief Specialist, Head of the Passenger Transportation Department of the Motor Transport Directorate of the Ministry of Transport and Communications of the Republic of Belarus.

Since 2008, he has worked in various positions in the Department of Transport and Communications of the Office of the Council of Ministers of the Republic of Belarus.

In 2013, he headed the Directorate of Transport and Communications of the Office of the Council of Ministers of the Republic of Belarus.

Since 2014, he worked as the head of the Directorate of Transport and Communications of the Office of the Council of Ministers of the Republic of Belarus.

The Decree of the Council of Ministers of the Republic of Belarus dated March 3, 2016 No. 174 appointed Lyakhnovich A. as Deputy Minister of Transport and Communications of the Republic of Belarus.

The Decree of the Council of Ministers of the Republic of Belarus dated March 28, 2019 No. 210 appointed Lyakhnovich A. as First Deputy Minister of Transport and Communications of the Republic of Belarus.

The Decree of the President of the Republic of Belarus dated July 28, 2023 No. 231 appointed Lyakhnovich A. as the Minister of Transport and Communications of the Republic of Belarus

Born in 1984 in Lepel, Vitebsk region.

In 2007 he graduated from Belarusian National Technical University, in 2014 – from the Academy of Public Administration under the President of the Republic of Belarus.

After graduating from the university, he worked as a road master at the branch of “Lepel RRCD No. 202” of CUE “Vitebskobldorstroy” with a break for compulsory military service in 2007–2008.

From 2010 to 2014 – Chief Engineer of the branch of “Senno RRCD No. 146” of CUE “Vitebskobldorstroy”.

From 2014 to 2020 - Senior Producer of Section No. 3, Section No. 5, Deputy Chief Engineer, Chief Engineer, Director of the Branch of DSU No. 11 of JSC “Road Construction Trust” No. 7, Director of JSC “Road Construction Trust No. 5” of Minsk.

From 2020 to 2023, he worked as Deputy Head of the Main Directorate of Highways - Head of the Directorate for Operation and Financing of Highways of the Ministry of Transport and Communications of the Republic of Belarus.

In 2023, he was appointed head of the Main Directorate of Highways of the Ministry of Transport and Communications of the Republic of Belarus.

By the Resolution of the Council of Ministers of the Republic of Belarus dated December 3, 2024 No. 895, Glazko G. was appointed First Deputy Minister of Transport and Communications of the Republic of Belarus.

Born in 1982 in Gomel.

In 2005, he graduated from the F. Skaryna Gomel State University, and in 2009, from the Academy of Public Administration under the President of the Republic of Belarus.

From 2005 to 2021, he worked as an accountant-auditor, chief accountant of “Gomel United Bus Station” branch, head of the economic development and finance department, deputy general director for economics, first deputy general director of the republican motor transport unitary enterprise “Gomeloblavtotrans”.

From 2021 to 2023 – General Director of the open joint-stock company “Milkavita”.

From 2023 to 2025 – General Director of the open joint-stock company “Minsk Regional Road Transport”.

By the Resolution of the Council of Ministers of the Republic of Belarus dated October 13, 2025 No. 562, S. Matsukov was appointed Deputy Minister of Transport and Communications of the Republic of Belarus.

Born in 1990 in Krasnoye village, Gomel district, Gomel region.

In 2013, he graduated with honors from Belarusian State University of Transport. He received his master's degree in 2014 and his postgraduate degree in 2021. In 2023, he graduated from the Academy of Public Administration under the President of the Republic of Belarus.

From 2013 to 2017, he worked as a foreman of construction and installation works, a work producer at the branch of Construction and Installation Train No. 716 of OJSC “Beltransstroy Trust” in Gomel.

From 2017 to 2020 – Desk Officer of the Embassy of the Republic of Belarus in Turkmenistan.

From 2020 to 2023 – leading specialist of the department for cooperation with the CIS countries of the external relations service, head of the contract work and reporting department of the capital construction organization and planning service of Belarusian Railway Administration.

From 2023 to 2025 – Chief Advisor, Deputy Head of the Transport Department of the Main Infrastructure Department of the Office of the Council of Ministers of the Republic of Belarus.

In 2026, he was appointed Deputy Head of the Transport Department of the Office of the Council of Ministers of the Republic of Belarus.

By the Resolution of the Council of Ministers of the Republic of Belarus dated June 11, 2026 No. 294, Postnikov A. was appointed Deputy Minister of Transport and Communications of the Republic of Belarus.
