Born in 1977 in the village of Gonchary, Volozhin district, Minsk region.
In 1999 he graduated from Belarusian State University, in 2008 - the Academy of Public Administration under the President of the Republic of Belarus.
Upon graduation, he worked as an economist in the planning and economic department of the Bus Depot No. 7 in Minsk.
From 2002 to 2008 - Chief Specialist, Head of the Passenger Transportation Department of the Motor Transport Directorate of the Ministry of Transport and Communications of the Republic of Belarus.
Since 2008, he has worked in various positions in the Department of Transport and Communications of the Office of the Council of Ministers of the Republic of Belarus.
In 2013, he headed the Directorate of Transport and Communications of the Office of the Council of Ministers of the Republic of Belarus.
Since 2014, he worked as the head of the Directorate of Transport and Communications of the Office of the Council of Ministers of the Republic of Belarus.
The Decree of the Council of Ministers of the Republic of Belarus dated March 3, 2016 No. 174 appointed Lyakhnovich A. as Deputy Minister of Transport and Communications of the Republic of Belarus.

Born in 1984 in Lepel, Vitebsk region.
In 2007 he graduated from Belarusian National Technical University, in 2014 – from the Academy of Public Administration under the President of the Republic of Belarus.
After graduating from the university, he worked as a road master at the branch of “Lepel RRCD No. 202” of CUE “Vitebskobldorstroy” with a break for compulsory military service in 2007–2008.
From 2010 to 2014 – Chief Engineer of the branch of “Senno RRCD No. 146” of CUE “Vitebskobldorstroy”.
