On the introduction of the ECMT digital permit system

The International Transport Forum (ITF), which manages the ECMT multilateral quota system, will introduce a digital ECMT permit system from 1 January 2026, replacing paper ECMT permits and logbooks with digital equivalents.

The ECMT digital permit system can be accessed via a web-portal and a mobile app. The ECMT digital system interface has been translated into Russian.

From 01.01.2026, the ECMT permit must be on the truck in digital form (on the driver’s mobile device) or as a printout of an information document generated by the system.

Information on trips using ECMT permits is entered directly into the ECMT digital permit system by the carrier's manager or driver. Drivers must be able to present digital logbook information for the last ten trips to regulatory authorities, either on a mobile device or in printed form.

From 01.01.2026, the updated version of the ECMT Multilateral Quota User Guide comes into force and is available on the ITF website in English at the link.

According to the ECMT Multilateral Quota User Guide 2026, in the case of a journey, the ECMT permit must be carried on board the vehicle between the loading point (once the vehicle is loaded) and the unloading point (when the vehicle is unloaded) for a laden journey or an empty journey that precedes or follows a laden journey.

In the ECMT digital permit system, control bodies display information on control results in electronic form.

In the Republic of Belarus, control over the use of ECMT permits is carried out by customs authorities (at road checkpoints across the State Border of the Republic of Belarus) and the Transport Inspectorate (on the territory of the Republic of Belarus).

As part of the ongoing work to implement the ECMT digital permit system from 01.01.2026, the Resolution No. 80 of the Ministry of Transport and Communications of the Republic of Belarus dated 10 October 2025 “On the procedure for distributing, issuing and using permits” was adopted.
