In Belarus, the rules for the transportation of goods, passengers, and baggage by inland waterway transport have been updated

On January 21, the Ministry of Transport’s Resolution of October 24, 2025, No. 87 “On transportation by inland water transport” comes into force.

The document regulates the organization of commercial cargo transportation by legal entities, regardless of ownership, individual entrepreneurs, and individuals, and establishes requirements for certain types of cargo. It defines the procedures for registering cargo transportation, completing documents, submitting transportation requests, marking and sealing vessels and containers, and determining cargo weight.

As for the rules for the transportation of passengers and baggage, they do not apply to the transportation of:

  • special purpose and official transportation for own needs
  • carried out by passenger ships to ensure defense capability, law and order, and eliminate emergency situations

The conclusion of a passenger carriage agreement is certified by a ticket, or, on tourist and excursion routes, by a travel voucher. Baggage check-in is certified by the issuance of a baggage receipt. Unless otherwise provided by law, fares are set by the carrier.

Some agency regulations are deemed invalid. The legal act was adopted in accordance with the Inland Water Transport Code of the Republic of Belarus.
