In 2025, the implementation of the sectoral State Programs "Transport Complex" and "Roads of Belarus" was completed. A key achievement in ensuring transport accessibility over the five-year period was the stable growth in passenger traffic, which reached 27.3 billion passenger-kilometers (14% higher than the five-year plan target). In 2025, passenger traffic growth was achieved by all regions and virtually all modes of transport. In 2025, gross value added from transport activities increased by 102.9%. This indicator's share of the country's total GDP reached 5.2%. Exports of transport services amounted to 107.6%, compared to the target of 105.2%.
Optimal logistics schemes have been developed for the uninterrupted movement of Belarusian export cargo, utilizing the infrastructure of friendly countries. In 2025, the first consolidated container train, "Vasilek," was sent from Belarus to China. A project to send the first container train to Iran using the North-South international transit corridor has been implemented. Logistics schemes for organizing cargo delivery to countries in the "far arc" are being developed.
Over the past year, Belarusian carriers received:
The international road transport sector is undergoing the process of introducing elements of digitalization:
▫️ As of January 1, 2026, Belarus, along with the member countries of the ECMT multilateral quota system, switched to using the ECMT digital permit.
Across all regions of the republic, 816 units of urban passenger vehicles were purchased in 2025. Public transport organizations continue to upgrade their rolling stock.
For example, last year:
In the republic as a whole, the percentage of renewal of rolling stock in urban public transport amounted to 10%.
About 5,300 kilometers of roads and over 5,600 linear meters of bridges were repaired and reconstructed in Belarus in 2025.
Major road projects include:
To develop fast and comfortable transport links between the capital and its satellite towns, scheduled major repairs and reconstruction of highways are underway. For example, in 2025, repairs were completed on the M-4 Minsk-Mogilev highway (exit from Minsk) in the direction of Rudensk.
The state program "Roads of Belarus" for 2026-2030 provides for the repair of road sections leading out of Minsk, with the installation of 4-6 lanes with concrete pavement, on the following highways:
As Minister of Transport Alexey Lyakhnovich noted at the final meeting, 2026 is the starting year of the five-year plan and is crucial for achieving the objectives of the entire five-year plan:
"The transport sector faces strategic objectives in the next five years. First and foremost, we must improve road infrastructure and develop fast and accessible regional connections. These goals will be achieved through the implementation of the "Transport of Belarus" and "Roads of Belarus" state programs. Between 2026 and 2030, it is planned to bring at least 25,000 kilometers of national and local roads up to standard. A special priority is to ensure that the shortest routes from district centers to agricultural towns are 100% covered by roads with improved surfaces by the end of 2026. At the same time, we will be transforming the passenger transport system. We need to create comfortable and fast connections along key transport routes: at least 80% of "Minsk to satellite town" routes should take no more than 30 minutes, and for 60% of routes within a 100 km radius of regional centers, travel time should not exceed 90 minutes. All of this taken together will ensure the targeted contribution of transport to the gross added value of the country’s GDP.”
